  14. <p>   The United States commends the ECOWAS (Economic Community of
  15. West African States) Committee of Five for its firm and clear
  16. reaffirmation of the Yamoussoukro IV Accords on Liberia, which
  17. was formulated during informal consultations April 6-7 in
  18. Geneva. The final communique calls for effective implementation
  19. without any further delay of the primary objectives of
  20. Yamoussoukro IV, including encampment, disarmament, and the
  21. conduct of democratic elections. The parties also clarified
  22. arrangements for the planned buffer zone along the border with
  23. Sierra Leone and directed that it be established without further
  24. delay.
  25. </p>
  26. <p>   The United States fully supports the ECOWAS directive. We
  27. expect all Liberian parties to honor it scrupulously and to
  28. respect fully the sense of urgency ECOWAS has attached to
  29. implementation. We call on all armed factions to disarm and
  30. encamp and give ECOWAS their utmost cooperation. The United
  31. States will condemn any action which interferes with peaceful
  32. establishment of the buffer zone as an urgent priority.
  33. </p>
  34. <p>   ECOWAS has once more demonstrated its resolve to bring about
  35. a peaceful solution in Liberia. It is time for the Liberian
  36. people to get on with the process of healing, reconciliation,
  37. and reunification.
